Actually, the government does not make pennies. They purchase the blanks from a company and then stamp them with the face of Lincoln. There is a pretty good mark up on the price of the blanks. In other words, the company that manufactures them makes a decent profit on them.

They obviously do not wish the government to stop stamping pennies so they are lobbying like mad to have the government keep stamping them out.

It costs about 1.3 cents to make a penny. Why? Cost of copper and zinc inside have made the penny more expensive to make than it's worth.

Hopefully less than a penny! If it were more, they probably be wouldn't be making them. Like anything, you can't manufacture something and sell it for less than it cost you to make it and stay in business very long.

The face value minus cost of production is called seigniorage, and when its negative, the government loses money on every one issued or "sold" like any product.
