Any lawbreaking not requiring a motor vehicle. Murder is an example. Robbing a bank is also an example, even if a getaway car is used, because a getaway car is not required,

In "legalspeak" a "crime" is a misdemeanor or felony (which can mean up to or over a year in jail). There are also "violations" which are typically offenses that end in a fine or up to 15 days in jail.

Some traffic offenses are crimes. DWI, driving with a suspended license, reckless operation etc. So a "non-traffic criminal offense" could be anything from petit larceny to robbery to murder.
