i fear it has something to do with the VIA chipset (i've bad experiences with that).
you can try the following
first remove the external drive
go to the device manager / expand USB controller / double click on Enhanced Host Controller / Tab Driver / click on uninstall, then Ok. Reboot the PC. Follow the instructions on screen.
no guarantee for success!

There is a problem with Ur HDD, U must be connecting it using a USB port, actually this problem usually occurs with external HDD, it's usually the problem with the USB port of the external HDD, what U can try is this, there must be several other USB ports on Ur computer, try plugging it in them, or what U can try is change the chord with which U connect Ur HDD with the computer. If nothing works then U should contact the service center of the company. I hope things work for U. Have fun. bbye

It happens sometimes due to a conflict in the USB ports. For example, when I put in my USB memory key while the EXT HDD is already in, Windows will automatically disconnect the EXT HDD and only show the USB key. So what i suggest is to remove all the USB devices (except USB keyboard & USB mouse if connected) and connect only the EXT HDD, and it should work.

its possible that the drive is usb 2 and u can only support usb 1.1 on your xp machine.
best idea is to plug it back into the xp machine, and go into the device manager, eg right click on my computer properties, hardware, device manager. and see if it has a yellow (!) or red (x) next to it.
since this is more likely the cause of your machine not seeing it.

See if this works.
Go to the site of your external HD, go to 'Support', then 'Downloads'. Look for your model HD and see if there is a new driver update. If so, download it and install it, restart, and off you go.
