If the 'creeping' only happens when the bike is cold, that's normal. The clutch plates are just sticking a little bit. Most bikes do this.

EVERY 650 V-Star I've had experience with has real late clutch engagement. Literally the last quarter or less of the lever throw is all you'll ever get. Trying to adjust that out of it will get you no where and at worse will prematurely fry your clutch.

We've had real good feed back from our customers by switching the bikes over to a pure synthetic engine oil. They all are reporting better clutch feel and easier shifting when compared to dino oils.

There is not enough "free play" in the clutch cable. The clutch is always partially engaged and you'll burn it out unless you adjust it!
So you know what parts I'm talking about, look here at 2000 Yamaha XVS650AM

HANDEL SWITCH - LEVER
Loosen the lock nut # 6
Adjust # 5 so you can pull the clutch lever away from # 2, 1/8" before you feel tension on the clutch cable.
Tighten # 6

FIRST, YOU BUY THE SERVICE MANUAL THEN YOU DON'T HAVE TO ASK DUH!!!
WAY TOO NICE A BIKE TO BE OWNED BY SOMEONE WHO CAN'T EVEN ADJUST THE CLUTCH!!!
