The white paint on the drywall has bubbled up and peeled off over the last 12 months. The paint is probably 4 or 5 coats thick and is above a vent in my house. Has anyone else had a problem like this?

Your problem is related to inadequate prep on the wall prior to painting. It's going to take alot of work to fix this. A heat gun will help to peal off the old paint, then you can wash the wall with TSP (Tri Sodium Phosphate) let this dry then sand the wall smooth and it will be ready for primer and paint.

Most paint problems are caused by inadequate prep work. I usually spend twice as long on prep as I do actually applying paint and have always had good results.

If this is happening in a bathroom where hairspray has been used, that may also be a good cause. The walls need to be thouroghly cleaned before painting. A coat of binz or zinzer primer may also necessary. If thats not the case, you have a moisture problem which would require eliminating the source and not just venting the moisture.

You mentioned a vent so a vent can draw moisture so this might be the reason for the bubbling paint. Another reason for paint to peel and bubble is if a latex paint has been put over an oil-base paint---that is a no, no! You must put a kitz paint or primer over oil paint before applying latex on oil paint.

Moisture. Find the moisture problem and fix it. I used to have the same problem in an old house where the drywall was over a brick chimney. Good luck.

The problem is caused by moisture within the walls...the solution is to install small vents, scrape off old paint and repaint after wall has thoroughly dried.

You probley have had a leak or alot of moisture in that area. Best to take the vent down and see if you can feel any moisture.
