This question is same as "can my landlord drink my milk in the frig when it sits in the house he owns?"
No, he can not use anything you pay for without your agreement. The fact he owns the land has no meaning to this question.

No he should not. First off your paying him to use his land, so that means it is your land in essence. Then second your paying for the utility's. He is not. So tell him this. "if you plan to keep using my utility's, then I will dock it out of the rent I'm supposed to give you."

Check your lease carefully. Make sure the bills are in your own name also. If they are then he has no right to use any utilities you're paying for without your permission.

nope. if you pay for it and it's not one of those joint programs where you share the ultility and cost.. uh uh your landlord is one of those rip off artists like too many of them are.
check this out.. talk to the electric company first then if they're like um, uh... this is yours not theirs... so on... report him and leave.

I would say that unless you have a lease that states he pay part of the bill, that you have to pay it.

That's ridiculous... no, he shouldn't be able to.. the utilities are in your name, thus they are only yours.
