Ohg yeah! I have the same exact thing. I used a pocket knife to cut the rope off, and then I threw it away. I trimmes branches off the trees by rubbing the cerrated edges against the branches until they fell off.
(The branches fell off, not the cerrated edges)

STRONG ARMS.
the rope you use to cut smaller branches there is usually a notched area( below the blade) for the branch and then a quick hard tug will cut the branch.
I would recomend you sharpen it if its that old and clean it up the blade, wipe it down with some rubbong alcohol before and after use.

DO NOT get on a ladder to use a pole saw, you will lose your balance.

to cut the branches that are small enough to cut. The rope operates the cutter blade when pulled

rope operates a pulley mechanism that moves the blade back and forth to slice thru branches; pull on it...the blade should move...if it don't it's probably broke
