You really need an sense for design in general to be a good web designer. Training and experience in art is more important than technical skills. You can learn the technical stuff by going to Google and searching for "web design tutorial" but it won't help much if you don't know what you want to create.

Practise HTML as you will understand code structure and syntax and then freak out on all the design softwares Photoshop, Flash, etc. and use their inbuilt help features to learn and to create websites.

Well, if you haven't already, get a graphic design system like CorelDraw or Adobe Photoshop 7,8, CS, CS2 and a html/css book to learn how to design a website.

write your own html, don't use a generator

and use css
