An "unlocked" cell phone means that it is not locked to any individual cell service provider. You could use the phone with no forseeable issues.

An unlocked phone is just a phone that has been made to use all the networks. It is done by entering a code into the phone, specific to each phone manufacturer and company that sells it.

A cell phone has a feature called a lock. It requires a coded number(usually 4 digits) to operate certain functions or you can lock your phone so as to where you have to enter these numbers to even use it.It is under your security mode in settings.
