for the garbage man to pick it up. Is there special ways you are supposed to throw out old computer equipment like that?

Actually, NO you can not leave it for the garbage man... You need to take it to recycling, or directly to the dumpsters where you take your trash, if that's how you do it, and turn it over to them..
There are too many chemicals, etc, to just give it to the garbage man..

you should take it to the tip. they have a section for old electrical items.
