Virtual Memory should be handled by windows if thats your Operating System.

Note: you must have plenty free space on your hard disk before attempting to do this.

But still if you want...

On Win98 ,
you right click My Computer
Select Properties

Choose the Performance Menu.
Click the Virtual Memory Button.

By default the option of "let windows handle my Virtual Memory settings" is selected

Change that to Let me specify my own Virtual memory settings.

and select a maximum amount of MegaBytes

(1024 MB is really fine)

You can do it in the Windows control panel, however I strongly recommend against it. When you install windows, it sets a given amount of virtual memory based on CPU speed and hard disk space. What virtual memory is, is essentially using your hard drive as memory. While this adds to the amount of memory your system has at it's disposal, it also means that the time it takes to access your ram will increase substantially. This is because reading from the hard drive, passing it down to the motherboard, through the path to the processor, takes much longer than reading from the physical memory in the computer. So, while adding virtual memory might seem like a good idea, it has serious consequences on performance. As a side note, virtual memory may also be a security concern as any data in virtual memory when the computer is turned off will remain there...this could be anything from harmless bits of a music file, to passwords.

It's best to leave Window's to deal with it by default, but as it uses a portion of your hard drive it tends to be alot slower than normal RAM memory..... if possible, try installing a secondary hard drive (doesn't have to be too big.... a cheapo one of 6GB or less off Ebay will do) and see if you can set it up so Windows uses the secondary Hard drive to run virtual memory on (or get a new really big primary hard drive and partition it so it has so much for vRAM and the rest for storage).

if your computer has at least 1GB of RAM or more you can apparently disable the paging file (virtual memory) and just use normal RAM instead (will make your computer faster).

You'll find the bit to twiddle with the settings (depending which version of WINDOWS you use) by going to:
Start > Control Panel > System > Performance
