Perhaps even your local 4-H County Fair offers writing contests..
I would think any pre-teen and young teen magazines might be interested in taking a story or two.. simply write them, sending along a sample of her writings..

Don't mention her age while sending the articles written by your daughter. Since you are asking this question openly, I am sure you must have detected writing elements in her person....so just let her write whatever she loves to write irrespective of her age or experience. Send them either to Writer's Digest or Readers's Digest.....there are others too but for that you will have to log in to Google and find out the way......there are may nice magazine for the beginners.....
But once again....just send them with her name like "Sylviya Anderson"....and further don't discourage her even if her articles bounced back....this is phase for every aspirant writers....

name the country where u r staying & language in which your daughter wants to write. there are many children magazines in all languages. she can choose one or two of them & send her articles.
