Open the .bmp file with Paint(Start > All Programs > Accessories > Paint). Then click on save as, and select the JPEG format from the dropdown list and click save. It will be converted to a .jpg image and the file size will also decrease. However if you want, you can decrease the file size even more by using a software like Macromedia Fireworks. You don't need Photoshop for such a small task.

I use a program called XnView to convert, edit and pretty much do anything else i need. To convert a picture, find it in your folders, and right-click it. Look for "batch convert" and click it. once that window opens, make sure it says JPG-JPEG/JFIF in the little box that says format next to it. then just click "go" at the bottom. A copy of your image should appear in the same folder, but in jpeg format.
