Just because the fan doesn't spin doesn't mean the fan needs replaced so do not get a new fan. You may buy the fan change it and it may still not run. Always find root cause before replacing anything mechanical. The outdoor unit is called a condensing unit, and when energized the compressor motor and the fan motor should both be powered. If the compressor is running and the fan is not it very well could be the motor but my guess is the compressor is not running either. In this case there could be a control problem, or there could be a contactor defective either way. I do not feel comfortable giving instruction to someone who is not familiar. Electricity can be dangerous!!!

Check to see if there is a fuse. Some have one of these old edison fuses that screw in for extra protection. Otherwise, I'd get a technician to look at it, could be a sensor, the fan, a bad wire, just about anything.

the compressor is outside. that fan is controlled by a relay outside. I had a power surge and it fried the relay. call a tech. if its not to old, you may be under warranty still.

Grab the phone book and call someone to fix it for you. If you don't know anything about electrical repair, you shouldn't try to fix it yourself. Most wholesalers won't sell to you anyway since they do not sell to the general public.
