I believe the powdery stuff is oxidation. You can A. get some Brite lume acid and it takes oxidation off of anything, or B. replace the chairs and try not to let them sit for long periods of time in the direct sunlight. Take into mind, if you use brite lume acid, it does work great but if you get it on your skin, it will soak directly to the bone and begin eating your bones away. It will also cause blindness if you get it in your eyes. Always wear protective equipment when using this type of acid.

It is called a 'blown ceiling' and I hate them. It is the cheapest and fastest way to cover ceilings - that's why so many builders use it. Flat ceilings are near impossible to get with sheet rock. Ceilings need some kind of texture to cover blemishes. I would prefer anything but the blown ceilings. It can be easily removed but is quite a mess. Simply wet it using a spray bottle of water (perhaps add a couple DROPS of liquid dish soap) then scrap gently with a 4-5" flat blade scraper. Prepare for a mess.
