I've found that the best thing to do in these situations is just to move. You may feel at first that your neighbour wins but actually you win by becoming free of the trouble he causes you. You'll eventually find a community of people that you enjoy being a part of and who enjoy you too. He'll still be stuck in the same place with new neighbours that hate him.

Im specific they do no longer keep at a real food market the two however the close by china city and anybody in my state knows the china city isn;t very solid for groceries as that's been regular to hold rats and that's no longer even that tasty. that being suggested do no longer enable the smells fool you.

Write a letter to the person who you pay the rent to. Let THEM know what is going on. Also get anyone else in the apartment complex who has been having problems with your neighbor to sign the letter. There is power in numbers. Then hope for the best.

unless the upstairs neighbor is your landlord/lady, contact them or the property owners/managers, let them know what is going on, document the occurences, and if that doesnt work, invite the manager/owner over to see for themselves first hand, but dont let the upstairs neighbor know any of this.
