Not always. There are times when venus crosses the face of the sun at the same time that the suns sets or rises. I think they call this astronomical event a conjunction. Nevertheless, in such cases, we do not see Venus as the "morning" or "evening" star.

No, Venus will not appear everyday but it is true that it only appears at dusk and dawn when it is visible.
Venus is between Earth and our Sun (use of marbles or small balls helps in visualizing this). When Venus is to the right of the sun it will appear as the Evening Star. When Venus is to the left of the sun it will appear as the Morning Star.
When Venus' orbit takes it behind the sun relative to earth then Venus is no longer visible to us on earth no matter what time of day it is.

It depends on where Venus is in relation to the orbit of Earth. You will either see it a dawn or at dusk but never at midnight.
