I think what you're referring to is the waste disposal unit - saves throwing your food waste into the kitchen bin. If it's about 12 to 18 inches long and about 6 inches wide then I guess this is what it is. If it's bigger (maybe about the size of a small washing up bowl) then it's probably the second sink which is usually used for rinsing the pots in cold water after they've been washed in hot soapy water. Some sinks have all 3 (main sink, rinsing sink and waste disposal).

It is generally used for washing fruits and vegetables- so you can have dirty dishes in the big bowl an then you can put fruits and veggies in the small bowl without getting them contaminated. Even though you clean your sink out, some people dont like to lay food in a sink that they would put dirty dishes in so this bowl would be kept free of that. But if it is your sink, you can use it for anything you want to use it for

Its either for washing smaller items, so you use less water, or a place to store the clean dishes so they can be rinsed. The big side should hold the water, then once they are clean, they go in the other side and rinsed when you have a stack. Its to reduce the amount of water used, as well as convenience for people.

I have always had a double sink: I wash the items in one and put them into the 2nd. When I've finished washing them I rinse them all in one go. Like this you save time and water

It can be useful for tipping things away as I always find I've left something with some sort of liquid in after I've filled the sink with water.

You don't have to fill a big bowl if you just need a small one, and disposal.
