They can put it out to the Public that they are going to have a "day of prayer" for them, and that any of them that want to "come in uniform", may do so, and you would be honored to have them...
You may want to have a Church Dinner in honor of them...(with a Community open invitation, you may be overwhelmed, though, so be prepared for a lot of dignitaries and high officials if you put out a community wide invitation)...

For firefighters I think it would be cool to raise funds to buy them things that they can enjoy while living at the fire station. These folks have to live at the station for days so maybe it would be worth it to buy them blankets, electronics, books, etc.
Same for EMS workers.
For police, you could start a program where you could bring their spouses dinner while their others are at work. This can take some of the pressure off the spouses which will make the police officers happier when they get home.

Anything you want, BBQ, Picnic are nice, fund a park, donate to their family's in case of death or accidents, donate to the them directly for things where they work such as basketball rims, uniforms, police always bullet proof gear, firefighters and ems always need new equipment.

find out about them and their work schedules.
Have a breakfast for them on two days, like a sat and sunday.
Ask anybody in the congregation that has had personal contact with the 911 people to briefly relate their experience, and how it helped them out. Please try to include the 911 dispatchers too, as they are part of this whole group too.

Volunteer for the C.E.R.T. program (Citizen's Emergency Response Team).
You will fill a void during emergencies.
It takes 20 hours training, and certificates are given.
If there is no CERT is your area, you can start one up look online for info.
