Normally, when you boot into safe mode, the OS, will load only the minimum set of features to allow you to do troubleshooting. Thus, network devices is likely not loaded up.

You should boot in "normal" mode, instead of safe mode, since you are not troubleshooting the OS.

Sometime, if the OS fails to boot up, due to hardware or wrong device driver loaded in, so in safe mode, it will avoid loading in unnessary program, to minimize the troubleshooting area.

I have a dell also. When I boot into the safe mode, which is used for diagnostic only, I get an option to enter safe mode OR enter safe mode with networking. Choose networking enabled.

What is the problem that you are going into the safe mode? That is to fix problems with your startup boot, it will not then allow you to go off line as it is protecting you from outside influences. That is what safe means. Try booting up normally you should have no problem after that.

Safe mode is used to fix problems? You don't actually use it for regular computer work anyways. What are you trying to do in safe mode?
