Rough up the tile back and use two part epoxy. Comes in a 10 inch stick, you break off what you need and knead the chunk until you get a uniform colour. It's like plasticine. Apply it to the tile back and put in place. Trim the excess now. In about 40 minutes it will have set underwater. Spa chemicals or heat won't degrade it.
You should be able to get this in any pool store and most plumbing stores.
Tip: wet your hands prior to kneading the piece. Makes it not tend to stick to your fingers .

I would go to a Pool Place that sells the accessories, and they will have a glue that you can stick tiles together while being underwater.
I have used the product many times for pool liners, but it will stick more than that...

Yes they make glue you can use underwater- go to Lowes or Home Depot, they should have it there.

sorry but you are going to have to drain it then take a hot glue gun and that will take care of your problem.
