It means congestion on the network. If you are in a cell, there is only a certain amount of channels available for phone conversations. Perhaps you are in a car, having a conversation, and driving down the road.
Maybe along the way, there is an accident that causes all the cars to come to a stop. All those other people may also be on phones, having conversations. As you enter that cell, there are already people occupying every available channel with their calls.
Cell networks give priority to users within a cell that already have active phone calls in progress.
So, if you enter the cell and all channels are in use, then you will get dropped, because there isn't another channel available to support your call.
That's congestion.
