The word 'would' is commonly used to express habitual or repeated action. It also serves in a past tense manner of writing.

Examples;

Once a year he would visit the old mansion.

(Preferred) Once a year he visited the old mansion.

The word 'will' denotes something that will take place--either in the present or future tense.

It is easy to overuse the word 'would.'

On another note your question to us was incorrectly written. It should have read as follows:

What's the proper grammar? Wishing she . . . "

would is future tense in this case, will is present case. You most likely would never use will in this sentence, unless it was something like "In my dream I am wishing that someday she will chat with me". Even that is not very good grammar but is essentially correct.

Wishing she would chat with me
REASON: "will" in that context shows a present tense, so "wishing" should not have been there.

"I wish she would chat with me" is fine. "I wish she will chat with me" may not be wrong, but it sure sounds strange, use "I hope she will chat with me".
