It suggests two things. First, the arts, music, theatre and the people who appreciate them ... things which might be counted non-essential but add to our enjoyment and extend our minds. Second, the mores and customs of a particular group of people - the way they dress, eat, worship and interact with other people.
To me, the first definition is very important and I consciously try to seek it out to broaden my mind and deepen my thought. The second, I find interesting in other people but I think I am hardly aware of my own.

culture -- well it's what a group of people believe in / do ... like it's in my culture to like cycling running and fishing, it's some peoples culture to love God -- etc
