The language is hindi, and generally people in India speak it. "Tum Paas aye" means "you came closer/near" and "kuch kuch hota hai" means "something happens". actually kuch is something or little. So the idea is that theres this slight, strange feeling. The context is love, of course. kuch kuch hota hai is a film, i'm sure you know that. tum pas aye is the name of the title track.

Kuch Kuch Hota Hai, when loosely translated, means, "Something Is Happening".

As for the "Tum Paas Aaye", I'm not sure.
