It all depends upon which State or City you live in, to whether your wages meet or dip below the correct pay scale. If you live in a city where the cost of living is relatively lower, than perhaps another location then your pay may reflect that, too. There is a Federal minimum way of $6.75 / hr. If you only have a GED vs. College Degree, then that too, will affect your pay rate.

If you're in the US, the federal minimum wage is $5.15 per hour, although there is much activity lately about raising it.

Depending on your state, there may be a higher minimum wage for your state.

If you have a contract defining COLA and step raises, then you would probably have a case, but if it's just something somebody told you verbally, and you're making at least minimum wage, you're probably out of luck although you always have the right to look for a new job.

Companies are not obliged to give raises.

If you want to know your actual pay scale, you can always contact the HR / Personnel office and ask them. I would also suggest you ask about your cost of living increases.
