Look up some skin cancer facts on the internet and show her what happens to people that don't protect their skin from the sun's damaging rays. Unfortunately, some adults just can't be convinced that the sun is damaging and they think they'll remain a lovely shade of golden brown and be cancer-free their entire lives. Tell a friend's mom that you want to go buy yourself some sunblock and I'm sure that she'd take you to the drugstore or Wal-mart. Get at least 15spf if you're a medium skin tone, but stick to 30 or higher if you're pale. Read the label and make sure that it says it protects from both UVA and UVB rays.

Do you have any way of getting money? If so, you can buy your own sunscreen. A really big bottle is usually $5 at wal-mart or somewhere (get the no-ad brand, decent quality and cheap.) If not, research! Collect some scientific facts, and show the to your parents, call a dermatologist and ask if they could speak with your parents and educate them. A little sun is good for you, yes, but especially if you're fair one bad sunburn will DOUBLE your chances of skin cancer. It's even worse if you have a family history of skin cancer, or if you have a lot of birthmarks, freckles, or moles.

Ok, find places on the web, show them the sources.
Btw, UV-A doesn't really damage the skin, you need some and should get at least 10-15 mins per day without sunscreen, or a few hours with it, per day.
UV-B is the main problem, the frequency is too high!
Congrats on having the independence to know things your parents don't.

Do you get pocket money.? If you feel so passionately about it maybe you could go and buy the best sunscreen you could afford.
Also maybe go to your nearest health clinic and get some literature and pamphlets on skin cancer (melaenomas) and show them.
But if they do not believe it then that is there problem .. at least you are informed enough to protect yourself.

Buy it yourself with your birthday money or pennies under the sofa cushions. When you get a job and move away, you can start using it more faithfully. Don't worry. You aren't going to suffer just yet. You are young and skin is more resilient than you think.
