For example godaddy.com asks $1.99 and globat.com asks $1.95 but they are both different packages. For godaddy this only applies if you buy a non-domain package(a hosting contract) along with the domain name.
After you buy the domain, You'll need to host your domain, which you can buy with the name or keep it seperate and have the domain name point to another host. Hosting contracts can range from being free with ads to a few hundred dollars annually depending on the features you want and traffic capacity.

What I would seriously, very seriously advise you is to get a book on websites basics and read it through and through. Something like "Websites for dummies" or "my first website". It will help you identify terms like web hosting, domain name, email, file transfer, GIF, registration etc.

I am not being condescendant but before starting a venture like building a website, it is absolutely crucial that you understand what you are looking for or else, people at yahoo answers are going to give you the wrong answers because you asked the wrong questions.
