I recommend turning off the Windows firewall and using the free version of Zonealarm.

Zonealarm is perfect, absolutely. I've use it before and it worked well but a little boring, there are too many pop up alarms when you install or uninstall softwares, but still it's a good one.
NOw I'm using sygate ,it works well too.and it has less prompt than Zonealarm,if you want to try a different one from Zonealarm ,try sygate, and it's free. you can download it here:http://www.majorgeeks.com/Sygate_Personal_Firewall_Free_d3356.html

Stick with Zone Alarm, the freeware version is great. Spend an hour or so checking out the options and set it to suit you.
I think it is a terrific piece of software, totally essential and absolutely free. You cannot get much better than that.

Did you try the Pro version?
Do you know about "hardware" based firewalls?
Good Luck

I'm using Agnitum Outpost Pro - no problems so far. It comes with a spyware plugin as well as being able to filter sensitive information like passwords
