I think it's germany. The quality of the education is the highest in the world. As you know most of the scientist, philosophers and writers in the world were from germany. The cost of living is acceptable and the every day products are quite cheap.

I recommend Philippines. Especially Silliman University in Dumaguete City. It is peaceful and a nice environment. It has US based curriculum. It is affordable and one of the best in Philippines. It is affordable and offers a lot of courses. Good luck.
