Possession of paraphernalia used for marijuana is punishable under the Penal Law. The teenager could be charged with a criminal case but since she is a minor, she will just undergo rehabilitation if found guilty.

Varies from state to state. Most of the time you will be charged with paraphenilia, possibly possession if they want to be stuck up.
You will most likely get probation (regular visits to your P.O. and random drug tests.) A few hundred hours of community service and will probably be made to go to N.A.
All of which screw a kid up more than any amount of pot ever could.

Ya?Really. Well, watch out for all the shops who sell the paraphanelia. You never know who could be tailing you or checking purchases. Feel for you though and I have been there too but learned. Thank God.
