Put the windows cd in to the drive and restart computer. When it is just starting again, press F8 before it loads windows and you will see a window asking you to select the 1st boot device. Select cd-rom and press enter. You will the be asked to press any key to boot from cd. press any key. The setup will load files, until when the computer asks you whether you want to set up windows. press enter. Windows will ask you on which partiotion. choose c:/ drive. it will check for any operating system installed. dont choose repair. Choose install afresh. you should get the option to format the drive, which will delete everything and install windows afresh. you can also choose to delete the windows partition first, then create the partition again and then install on that partition. for any more info, fell free to chat with me (lovereud@yahoo.com). All the best

Insirt your CD, restart your computer and hold down the delete button. Go to SCSI settings (I think) - anyway find where it says BOOT SEQUENCE, and change the boot sequence from C:// D:// (or whatever your CD drive is) A:// to D:// (cd), C://, A://. Save settings and exit.
Your computer will restart, and go into a different screen from the windows startup screen. From there you should be able to format your drives.
Don't forget to change the boot sequence back to C://, D://, A:// once you're done!
