Only an American could ask this question. I am an American and I have lived in Asia many years. The standards applied in Asia are mostly caused by the amount of money the governments have available for sanitation. India is riddled with corruption and a strange phenomena where the wealthy want to keep down the rest of the population. In Laos, and Cambodia and Vietnam, it is a matter of money. Singapore, Malaysia and Thailand have progressed tremendously. The Philippines needs improvement. Indonesia is still archaic in many of the regions. TaiWan and Hong Kong are very modern and clean. China (I live in China) is making very rapid progress and streets are swept daily, the hospitals clean but there is still room for improvement...so you see the real answer is the administration. It takes a long time to educate people how to be clean. My corpsmen had to teach mothers in Vietnam how to bathe babies!. It took a lot of work to teach people in Hong Kong not to litter or spit on the street...the fine today for littering is about US$200.00....it takes time but India has never begun.

The obvious answer is that Indians like to live in ****. It might seem like a harsh answer, but how else can you explain all the filth. I know all the Indians will come come up with answers like the government is corrupt, muncipality doesn't work and blah, blah, blah forcing you to believe that people in the governement and muncipality are hired from outside India.
