There are no health 'risks', per se, to wearing tighty whities, but they may reduce your sperm count somewhat. The reason men's (all male mammals'...) testicles hang away from the body is that sperm production is maximized when the testicles are a little cooler than the normal body temperature.
If you are trying to have kids, go with the boxers. You will produce more sperm and they will tend to swim better and faster.
Otherwise, it doesn't matter. If you want support for the 'boys', go for the tighties.

This entire issue is an urban myth. There is no danger at all unless you are wearing seizes that are two or three times smaller than your normal size.

you should be keeping easy, not too tight, too heaty is not good also.
