Not any one that actually works, although there have been many attempts at it. For example "The League of Nations" and "The United Nations".

No. Mostly scholars write books like "the art of war", "the prince" "the leadership skills of Atilla the hun" (I own a copy.)

Scholars and wise men also create new and better, more efficient means to kill as many humans as possible in war.

I think you are barking up the wrong tree with the scholars.

A system is usually evil when it comes to human history and bloodshed.

I don't know about scholars, but scientists created the A bomb. That stoped a pretty big war.

I'm afraid not ,and we are just not smart enough for each and every one of us to lay down our 'swords' and stop it our selfs! War is totaly insane!
