Scooters have a "step-through" design. A motorcycle usually the gas tank, or at least a substantial part of the frame, between the rider's knees. The engine in a motorcycle is usually in front of the rider. The overall construction resembles a standard bicycle where someone has dropped an engine into the gap in the front section of the frame. You straddle a motorcycle when you ride it.
By contrast, a scooter has seat with the motor somewhere under it, the handlebars and front suspension out in front, and the two are connected by a low section of the frame with floorboards. You can step through that low section to get on the scooter, rather than swinging a leg over it. And when you ride it, it's possible to touch your knees together.
Those are the only differences that have to be present to tell motorcycles and scooters apart. There are usually other differences. Motorcycles almost always use manual transmissions, while scooters usually have automatics. Motorcycles have the engine mounted to the frame while scooters frequently have the engine mounted to the suspension. And scooters almost always have smaller wheels and tires.
While most scooters have smaller engines than motorcycles, there's a bit of overlap. The largest scooters like the Yamaha Majesty have 40 to 50 horsepower and are quite capable of going on the freeway.

There are a number of differences that differentiate between a "scooter" and a motorcycle. First of all, ALL scooters have a floorboard where you can put your feet. Motorcycles usually just have foot pegs to put your feet on. Scooters usually do not have you shift gears, such as that on a motorcycle. Scooters usually have one "gear". Unless the throttle is beyond an idle state, scooters are usually in "neutral". Only motorcycles have the characteristic high gas tank, which is usually between your knees when riding it. The engine in motorcycle is centrally fitted.
The engine in scooter is fitted in a side way.
Hence the driving of motorcycle is easy than scooter while driving due to the engine fitting and configuration.

Bolan is right. On a motorcycle, you throw a leg over it, and ride it like a horse. Scooters have a "step-through" design, and smaller wheels. But some scooters have big engines and can easily achieve highway speeds (where they are legal).

scooters are putt-putts, meant for around-town use. Real motorcycles are meant for long-distance riding, have a fuel tank capacity of 4 gallons or more, and they're much much faster than a scooter...
