Being dveloped is a relative question.. we cant generalize it... But the way we r taking leaps forward and forward... its amazing.. See the IT sector, we have become independent at the food front. now we dont go and borrow money for buying grains. . We tackle our difficulties by ourselves at times of calamities.. Earlier we used to ask for help. The nuclear deal was a mile stone even. So instead of generalizing on being developed or not.. we have to compare India 1947, India before a decade and India 2006.
You need to read "India 2020 - Vision of Develped India" written by A P J Abdul Kalam

8 % a year, well it will take about five to eight years meanwhile we are fighting wars around the word, other countries develop them selves and educate its people. At the end we will sit behind our dustbins and used weapons asking for help, which we of course will not get from anyone.
