Actually, If you have to ask....you and she are not ready.
You should not have relations with a girl simply because you like her. Marry her first.

hmm...First of all look for the best situation, I mean to say dont choose an awkward time of expressing yourself, for example dont say "I Love You" when a girl is wearing a long heel.... (just kidding).
So look for the best time, and choose the best way, may be take a red rose with you, dont hesitate at all, just plan what you really wanna say her, what are your inner feelings about her. Tell her all that. And let her do what she want to, consequently accept your fate.

It's been my experience that if you REALLY like a girl, DON'T flat out tell her you want to have a serious relationship with her.
You can date, go out, e-mail, be friends; whatever. Just don't push too hard at it.
If you keep it friendly and fun, she'll eventually get serious with you if she's at all interested in the first place.

Don't supplicate her. read the e-book "double your dating"
I don't want to sound like an advertisement, but that book has done wonders for my "relations"

Go and find out her friends make friendship with them
They will introduce you to her.
Try to find out her likes and dislikes and act accordingly to make friendship with her and ultimately progress ur relationship
