Most jewellery is a symbol of enslavement or ownership. A rich man could afford to adorn his prettiest slaves with gold and bejewelled shackles. This way the other slaves knew which slave had favour with the Master and it would give her power over the other slaves. I suppose that it also worked with Mistresses and male slaves.
The majority of jewellery forms a hoop - ankle bracelets and wrist bracelets, as well as necklaces all pretty well stand for much the same thing.
The ankle bracelet, though, was the shacklement of the whore. She may have been pretty and in favour - but it was significant that her shackle was on her ankle rather than her wrist - but again, it let the other slaves know her place. I did read something once that which ankle she wore it on was also significant.
Interestingly, the one piece of jewellery not originally used by women was the earring! Pirates were superstitious and ensured that they would pay for their own funeral. Since they never really knew where they would die, they needed to carry their wealth with them. The safest way to do that was to have their gold put in to their ear-lobe. That, too became a sign to all other pirates that they were pretty good at their job and could pay for their funeral.

It is similar to a bracelet, and worn around the ankle. Or there are the ankle chains (sometimes ball and chains) worn by prisoners in jail, or worn on prisoners when they are being transported so they can't run away.
