They are stupid enough to use them. Even if it means certain self-destruction, they don't care. Just look at Hezbolla, they keep on firing rockets while their entire world comes falling down.
The hatred and revenge part of the Muslim brain overrides any ability to reason.

it would tip the balance in the region in favor of the Arab/Muslims, whether they do it for peacetime use, and especially for military gains.
anybody who has nukes is a threat to himself and the world... Chernobyl, 3-mile island...
