watches his turtle everyday and i go help should i steal it and give it a better home ?? no turtle should be treated that way.

Its best not to steal it contact the animal police and let them take it from there. You could be prosecuted if you steal it and you don't want that. I understand its horrible to watch an animal suffer i have seen it too. The animal police would be able to tell the owner what he is doing wrong or he would take it off him and rehome it.

He was WALKING a turtle down the street? Turtles walk so slow, unless this was a huge tortiose.
If your telling the truth, go steal it. I would.

Go on steal it, let it live freely, release it in the beach. Just make sure nobody takes it once there.
