Energy Policy Procurement Act, signed by Bush last year. How do the funds for this program funnel down to local school districts? Tell me about the contractors and their role in the funding?

JTM is almost right. The funds are first passed to each county. Each country has a board of education where the members then delegate to which schools get x amount of the funds.

Funds are funnelled to the local school districts from the state fund. Biddings for contractors must be made so that the lowest cost but reliable entity will be selected. In order that these funds must be protected, a request for audit should be made by a citizen or group.
