We feel that the speeding winds cooler because they are normally cooler than 37'C i.e our body temperature and even don't come to par with it due to contact like stationary air. Thus they seem to be cooler but are not cooler than the normal stationary air. Thus it doesn't make them cooler. Hence he the temperature is above the freezing point the cloth won't freeze. If the water in the cloth is not pure, it would actually even lower down the freezing point of water.
