Don't care for DC Comics, But Cat woman is actually a Hero of sorts...Paul Gulacy's artwork on her is the best.
Marvel-Magneto is the best villain if you believe in the unified power theory Magneto has the potential to rival Dark Phoenix or anyone else in the Marvel Universe. He has fought the Avengers, X-men, Thor, Fantastic Four, Sub-Mariner etc...and has given them all a real run for their money.

Joker because I beleive hes the best villan out there ever. He crazy, and always keeps batman on his toes .
Dr. Doom because hes mad with power, and arguable the most dangerous man on earth
