The cheapest way is to buy an ICC card from neighbourhood phoneshops or some of the shops in Little India, Chinatown or Golden Mile ad follow the instructions on the card.

The most direct way is to just dial the number but this is the most expensive way as well.

Another way is to use the IDD services provided by the 3 main telcos which bills you monthly and convinent to use. The difference in pricing is due to the different quality which I personally find the same actually. All 3 requires you to signup through the internet or for Singtel, you can call them up as well (only on weekdays 9-5/6 or sat till 1pm), to activate the services:

Singtel has
v019 at $0.51/$0.57 per minute (to fixed line/mobile)
BudgetCall 013 at $0.089 per minute
IDD 001 at $0.139

Starhub has
IDD 008 at $1.32 per minute
IDD 018 at $0.18 per minute
Hubber Rates at $0.13 per minute

M1 rates
Premier IDD 002 at $1.39 per minute
Premier IDD 002 at $0.60 /0.55 (Day/Night)
