In fact, s/he travels (where the destination country permits) on a UN passport (I understood the USA does not permit entry on such a passport, but this may have changed, or even been an urban legend.) I assume you mean "Muslim [sic, one would normally say "Islamic" or "predominantly Muslim"] country citizen.
Islam, by the way, does not conceive of or recognize "sovereignty" (except as belongs to Allah), "nations" or "citizenship" (other than membership in the Ummah, or Community of Muslims. For many Muslims, to be a citizen of a predominantly Muslim country is a proxy for the Khalifa (the Caliphate of Mohamed and the Califs who followed; although here we get into the complexity of Shias -- who don't recognize Umar the Second Calif...).

But that is true of American Presidents, Kings of England and most men and women, great or overrated, who get to high office. Think of Enron's Kenny Boy: risen from humble, religious beginnings.)

Other than bringing his own style of managing to the U.N.- probably not much. He's NOT gonna get yanked off the streets of Syria- to become head of that august body, you know. He'll have to be intelligent, worldly, & concerned about alot of OTHER things going on in the world BESIDES what's going on in the Middle East. The U.N.S.Gs job is no place to have an agenda.- There are too many people watching who have agendas of their own.
