the dense skin of a scar can reject the ink from a tattoo, to counter this they can sometimes go deeper into the skin, but that can cause more damage and permantly inflame the scar. but all of this depends on the type of scar. is the kind that looks like a bad welding job, the kind that looks like the skin has been permantly "swirled" (but doesn't have much lift in the skin), or is it like a second degree burn scar that removes all the pigment from the skin and leaves some damaged skin? For the first one I would say that no tattoo would make it better, for the other two a tatto has a better chance of covering the color but will do nothing for the texture. Oh yes I forgot my favorite scar ,cheese grater, aka asphalt slide, tattoos don't usually work on those.

Can tattoos cover up scars or old tattoos? Depending on the condition of the scar, it is possible to cover-up a scar. It mainly depends on the age and flatness of the scar. If the skin surface is extremely raised or extremely thin skinned, that skin may not accept ink. As far as covering up existing tattoos, that can definetly be done. Typically a new piece will need to be larger and possibly darker than existing tattoo. Darker colours cannot be tattooed over with lighter colours. So clever use of shading or good positioning is needed.

It depends a lot on the scar. I have a tat on my arm that was done over a scar, but the scar isn't very wide and there isn't all that much ink on it. If you look closely you can see the ink is a little distorted compared to the rest of the arm, but it's barely noticeable unless you're really looking for it.

I have a tattoo that covers up this nasty shaving scar on my ankle. The guy that did it said it would be okay and i got it done on my 18th birthday and now i'm 21 and it still looks awesome. :D

Yes, a tattoo will cover it, but it will hurt more than a tattoo would on unharmed skin. Scar tissue is way more sensitive.

at a distant its good but if you go close then your scar will be seen but in an attractive way since the tattoo is doing the trick

You won't be able to find a tattoo artist who will tat a scar. Believe me, I tried.

NO. The pigments in your skin are lost with heavy scarring.
It will still look like you have a scar, just more colorful.

Nope. My friend tried doing that, they had to go around it, the ink will bleed through it and make the "art" look distorted and the scar even more obvious,,,,sorry!
