Unless one has the ability (both financially and also the time) to ensure good education for the children and take care of their welfare. Or else, nor the nation or himself can benefit greatly.
The parents of many children may find it tough to handle so many children and cannot afford good food and education for them. They may lack time to discipline and nurture the children and the children grow up to be "out of hands". The nation may suffer as a result for not only are the children unable to contribute to the economy, they are dependent on the society and some even create social problems.
Therefore, giving birth to number of babies within your ability will be the best. The "baby bonus" of a few thousands definitely cannot last the family till the babies become adults.

Basically, you should not be thinking of money but love if you want to have a baby. The baby bonus is in place just to allow you to cope with the expenses of raising a child.
The baby bonus is in fact a win-win situation where you get to cope with the extra expenses and burden that comes with a child and for the goverment, a long term effort to combat lowering birth rates and ageing society that is becoming a problem in many countries.
This baby bonus is by far one of the better policies to help families, especially the lower income groups, but it is only useful in the first few years after birth. With some good planning and financial management, one should be able save up enough for the later stages of a child's development but to say that it is worth to have more babies just to qualify for the bonus, NO. It takes more than time,effort and money to bring a child up. It's takes love and needs more than full time commitment to properly bring bring up and teach them well especially so in modern societies.
Instead of having children to get the bonus, you should instead think how much money do you have to bring up how many kids, how much time and effort can you give to them, only then can you think of How can this baby bonus help me and how many babies should I have so I can qualify for the bonus should not cross your mind at all

Everybody thinks differently on this issue. Personally, I feel tt it is not worth to have more babies for myself. The living standard in Singapore is high so unless we can afford to take care of our future generation well otherwise we have to work within our means
