No they don't. Some women don't lose it at all until they are in labor. Others lose it and don't notice (it goes into the toilet and they flush it without seeing or feeling it, or they lose it little by little and with all that leukorrhea they don't realise some of it is plug).
I lost my plug and noticed with all my pregnancies so far (three).

I did with my daughter the night before I went into labor. I never lost it with my son, though I did start spotting the day before delivery. It's different for everyone. My girlfriend never lost hers with either child.

I lost mine right when I went into labor. And I was told the baby drops in the last month, but mine never did. Don't believe everything you hear.
