Silliness! You can fix a lot of these things yourself. However I can't say it's one thing for sure.
First, the fuel cap, buy a new one at an auto parts store. While you're at the auto parts store, get a repair manual.
Are you sure its a V6 not a straight 6? If its a V6 its prob carbureted, and you can adjust the idle speed, this is in the repair manual. BUT high idle won't cause you to be a gross polluter or to fail. Check the exhaust manifold, catalytic converter, and oxygen sensor. Could be a few other things as well. (MAP sensor comes to mind)
You might want to pay someone to diagnose the problem then you can fix it yourself. Most shops charge about $100 or less to do that.
Depending on where you are some states will pay you to get a "gross polluter" off the road (California has this program for instance).

You have to go to a certified mechanic and have him fix whatever is causing you not to pass. Then you have to take it back and get it smoged again. Costly most of the time, but they got you by the short and curlies. And no, you can't do it yourself because you need a certificate that states you had it fixed by a certified smog mechanic.

you can probably do most of the work your self,,and get it to pass,,you don't have to be a rocket scientist to make things right,if you find you list try fixing the small things first,,like the gas cap you said,,this may cause one or more of the problems that cause your car to fail the test,,if you have a friend who has a little knowledge of cars get hm to help,,its not impossible to repair one your self,,like some people would like for you to think it is,,maybe this will help.

u can do all the work urself!!!!! 1st do a major tune-up. check pollution pump, and any diverter valves that may be attached. sometimes the valve that connects to the pump is not working. water could enter the system due to condensation from heat. if thhis exist. replce all valves and diverters. check muffler/catalytic for wear or any damage-replace.

Probably cost you less to dump it and buy another. Here you can't do it yourself, it has to be a certified mechanic. Good Luck
